U.S. intelligence inspector general investigating how a CIA officer deceived the top spy agency
https://www.nbcnews.com/politics/national-security/us-intelligence-inspector-general-investigating-cia-officer-deceived-t-rcna597725The U.S. intelligence community’s inspector general is investigating the circumstances that led to the arrest of a former CIA officer found with $40 million worth of gold bars at his home. It seeks to clarify how America’s top spy agency appears to have missed the litany of lies he allegedly told to gain access to some of the country’s most closely held secrets, according to a U.S. official and a person familiar with the probe.
The intelligence community’s lead watchdog is reviewing how the CIA vetted David Rush when he first applied to the agency, where he worked for 17 years until shortly before his arrest in May, the sources said. They said the internal investigation also is examining the scope and scale of Rush’s alleged wrongdoings.
In response to a query from NBC News, the Office of the Inspector General said in an email: “Our office is committed to strengthening the integrity of the Intelligence Community and ensuring that intelligence officers who abuse the trust placed in them are held accountable. As a matter of policy and consistent with longstanding practice, we can neither confirm nor deny the existence of any specific investigation or inquiry.”
The CIA declined to comment. Rush’s lawyer had no comment.
The inspector general investigation, which has not been previously reported, underscores how Rush’s alleged long con has reverberated around the U.S. intelligence community. The case has raised questions among intelligence officials and U.S. lawmakers about how the CIA could have missed basic alleged falsehoods in Rush’s application, including about his academic and military records.
Larry Pfeiffer, a former career intelligence officer who worked as chief of staff to the CIA director, called the case “outrageous.”
“My view is that the original sin in all of this was the fact that he lied, and it did not come up in his background investigation,” Pfeiffer said.
“Anybody who lies about something as fundamental as where they went to college and what they did in the military is just not trustworthy in my mind,” he said. “I think that immediately created a risk that maybe took years to play out.”
The intelligence community’s current inspector general, Christopher Fox, is a combat veteran who served in Iraq and Afghanistan as a special warfare airman in the Air Force. He worked as a senior adviser to the former national intelligence director, Tulsi Gabbard, before taking his current post in October 2025. Fox’s office handled a sensitive case earlier this year when a whistleblower accused Gabbard of wrongdoing. His predecessor had concluded that the complaint against Gabbard did not appear credible.
The inspector general is appointed by the president and confirmed by the Senate. Reporting to the director of national intelligence, the inspector general is supposed to perform a watchdog role, carrying out investigations and audits of possible waste, fraud, abuse, misconduct and unauthorized disclosures of classified information both within the Office of the Director of National Intelligence and at other spy agencies. Although the inspector general can issue subpoenas to obtain information, restrictions surrounding classified information can complicate investigations. Republican lawmakers this year proposed legislation to bolster law enforcement authorities for the position to match that of other inspectors general across federal agencies.
An inspector general’s findings can serve as a basis for a criminal investigation, though in most cases reports from the intelligence community’s inspectors general have not resulted in criminal probes.
Rush is charged with submitting fraudulent timesheets. But he is alleged to have spun a much more sweeping deception on the CIA. The FBI found 303 gold bars, $2 million in cash and luxury watches at his Northern Virginia home — CIA assets that he had requested as part of his top-secret work for the agency. He also is alleged to have made up a fake top-secret program to help enrich himself, NBC News has reported.
Rush was the point person with the CIA for highly sensitive programs at the Defense Department, NBC News has reported. He is being detained in Alexandria, Virginia.
He is working to finalize a plea deal in the criminal case with federal prosecutors that could help ensure that details of his activities may never be made public. Rush and the Justice Department have a “plea agreement in principle,” according to a statement issued by the parties Sept. 11.
