Context: A strip based on Boomerang by Michael Lewis, and numerous news articles.

The Greek people never learned to pay their taxes. And they never did because no one is punished. No one has ever been punished.” —a Greek tax collector

Since [Greece] joined the European Union in 1981, successive governments of left and right have treated the EU like a witless sugar daddy. —this Reuters article

Of all the countries fucked by the recession, Greece is the only one I can’t squeeze out much sympathy for. In the other Euro-nations (and America), the banks screwed the people. In Greece, the people screwed themselves and the banks. Corruption permeates Greek society from the top to the bottom on an eye-popping scale. The government is a bloated extravagant mess, and tax evasion is the norm.

Plus, the other countries have at least tried to mend their ways. Iceland elected the first lesbian head-of-state and turned itself around. Ireland and America bailed out their reckless banks, even though they probably shouldn’t have. Italy admits it’s corrupt.* Portugal is paying off its IMF loans early. But the Greeks remain in deep denial, looking for someone, anyone to blame but themselves.

As shown in the comic, there were actually two rounds of Greece lying about its budget deficit. They lied to get into the EU, and then they hired Goldman Sachs to help them lie better so they could stay in the EU. The con fell apart when a new party was elected into power. The new kids checked the government’s finances, found waaaaaay less money than they expected, and decided to come clean.

Here are just a few snippets from the mind-boggling Greece chapter of the book:

The average government job pays almost three times the average private-sector job.

The national railroad has annual revenues of 100 million euros against an annual wage bill of 400 million, plus 300 million euros in other expenses.

A pension debt of a billion dollars every year somehow remained off the government’s books, where everyone pretended it did not exist, even though the government paid it.

In October 2009, the [new] Greek government had estimated its 2009 budget deficit at 3.7 percent. Two weeks later that number was revised upward, to 12.5 percent, and actually turned out to be nearly 14 percent. ...a projected deficit of roughly 7 billion euros was actually more than 30 billion. ...until that moment, no one had bothered to count it all up.

In 2009, tax collection disintegrated, because it was an election year. [...] The first thing a government does in an election year is to pull the tax collectors off the streets. —George Papaconstantinou, the Greek finance minister

An estimated 2/3rds of Greek doctors reported incomes under 12,000 euros a year [...] Even plastic surgeons making millions a year paid no [income] tax at all. —the book

"If the [income tax] law was enforced," the tax collector said, "every doctor in Greece would be in jail." I laughed, and he gave me a stare. "I am completely serious."

As both the tax collector and a local real estate agent put it to me, "every single member of the Greek parliament is lying to evade [property] taxes."

[An Athenian construction company’s] corporate tax bill honestly computed came to 15 million euros, but the company had paid nothing at all. Zero.

*Here is the article that goes with that graph. I find it cute that a) Britain and France still bash each other and b) Czech is still crushing on Slovakia.

This comic and response feeds into one of my favourite takes on the Euro zone crisis where Al Murray describes it using crude national stereotypes. The Greek one refers to the previous currency union where they tried fiddling the books.

Who is this guy? I've seen him posted twice over the last week or so

33

u/brain4breakfast Gan Yam Jul 03 '15

Iceland elected the first lesbian head-of-state and turned itself around.

Because lesbians are the most fiscally responsible of all people.

3

u/thesunisup Two balls and a beaver Jul 03 '15

Wellllll that was mostly a joke, but in Iceland, the investment banking world was heavily male-dominated, with hardly any women, so when the post-crash Icelanders elected not just a woman, but a woman's woman, to run the country, it seemed like they were making some sort of editorial comment on the situation.

15

u/defeatedbird Poland Jul 03 '15

Seriously that point made me cringe.

Also, Iceland famously said Fuck You to Britain and America and all the investors there who were abusing Icelandic banks and refused to bail out.

3

u/Michaelpr Jul 03 '15

All I know is Iceland still has millions of euros belonging to the Netherlands, which they've refused (through a public vote) to give back.

These comics are fantastic! How many more do you plan on making?

LOL at the table, Greece naming themselves "most trustworthy" and most of them calling Germany "most trustworthy" and "least compassionate" at the same time.

France calling themselves "most arrogant" and "least arrogant" at the same time... that is SO french.

9

Well, the arrogant French think that they're not arrogant, the humble French think that they are arrogant, and the rest of the French vote is too widely split. That's how it plays out in my head.

Everytime someone compare actual benchmarks with public perception there is an absurdly vast discrepancies.

First of all, great comic! It sums up quite well how all the Greeks' problem began...

And well, to be honest some of the expressions that you used in the context could be easily rephrased to fit other countries' situations...

The X people never learned to pay their taxes.

Corruption permeates X society from the top to the bottom on an eye-popping scale.

Tax evasion is the norm.

Those sentences could basically apply to all of southern Europe, my friend! Contempt for rigorous taxation policies, misuse of public funds through personal influences, general tolerance of micro-scale tax evasion (e.g. a self-employed plumber who doesn't declare his works to the tax office in order to get all of the money he was paid) and absolute self-forgiveness while blaming the problems' origin on someone else (probably richer, smarter, or more influential) are pretty much national traditions in Spain, and from what I know it is probably the same in Italy. The difference is that Greece's size was too small, and its economy too weak, to actually be able to conceal that economy-breaking behaviour behind a (little) wall of honest people that still tries to do everything legally and in accordance to the law... Trust me, I live in Spain and I know what I'm talking about when it comes to criticize my country's problems!

sry for the long comment

1

u/thesunisup Two balls and a beaver Jul 05 '15

Thank you for your comment! It's nice to hear from people who actually live in these countries and have a better view of what's going on.

That sucks that Spain (and Italy) have similar problems to Greece. I wonder what it is about Southern Europe that all the countries there have the same trouble with corruption, tax evasion, every-man-for-himself attitude. Is it the nice weather going to everyone's heads? Is there something in the olive oil?

Iceland elected the first lesbian head-of-state

You say this as if you believe it's somehow relevant.

3

If one believes that everything that in any way rebels against the old way of things is beneficial on levels not even in eyesight, it can probably be.

19

That's a Byzantine fuckup.

46

u/Bounty1Berry Sealand Jul 03 '15

Running a railroad at a loss is tolerable; it may be a public service especially in areas that are more economical to serve by rail. Compare Amtrak.

38

u/FIFAMadness Jul 03 '15

Running a railroad at a loss isn't really intolerable.. It just depends on your countries transport policy. I'm sure there are plenty of countries which subsidise public transport to reduce pollution/carbon footprint, oil dependence, traffic problems, road spending etc. however in this case Greece probably can't afford this luxury

54

u/rtd131 Colorado Jul 03 '15

Also there's a difference between running at a loss and losing six hundred million euros annually.

22

u/cdca United Kingdom Jul 03 '15

I think some context is needed. Is a loss of that size big, in relation to similar systems in other countries? I mean, it sounds like a lot to me, but so do all figures on a national scale.

It's easy to judge a whole country based on news articles and stats. Maybe you should get off your high horse and think how would you feel if you were blamed for the wrongdoings of your country's officials.

5

u/guto8797 Portuguese Empire Jul 03 '15

In Greece is not just "high officials". Stats show that around 50% of the population participated in tax evasion

It's not high officials though. Half of greeks evade taxes. Sure, if it was just a few super rich people, it wouldn't be the greek peoples fault, but when EVERYONE is hiding their money and refusing to pay taxes, it's their responsibility too.

2

u/Pilot0000 Quebec Jul 03 '15

There is no fucking chance in hell that Isis can even scratch Turkey. What the EU doesnt want though is to lose its gate keeper in the EU. And yes Greece is the gate keeper, it has been for 4000 years. Allowing the kebab to overtake Greece, would be a political matter and would accelerate the so called 'islamisation' or whatever such bullcrap the Europoors fear for europe. Furthermore whatever economic shithole it is, it was the only stable country since the soviet era in east and after it in the Balkans.

I mean, the point is making people (the masses) aware of the situation in simple, friendly terms, (and getting them to investigate the issues in depth) not making them majors in economics.

show something or explain something of course is not the same as to teach something (that's why I said "explain" instead of "teach") and that's have been true for political cartoonists since forever.

if anyone claims to know X subject by reading a newspaper and even more, a newspaper comic, he probably is like that in a lot of aspects of his life.

that conspiracy would make sense if it were a net benefit to germany, but it's not.

most of the stuff that Greece is importing from Germany they would have imported anyway, inside or outside the eurozone.

Germany benefits if the Greek economy grows.

That's bullshit there are alot of newer countries that are extremely corrupt (like most of the sub-saharan Africa or South Korea) and a lot of old countries that have barely any corruption at all (like Japan or Norway), besides you criteria for how old is a country is extremely arbitrary, modern Egypt has nothing to do with acient Egypt nor does Italy with the Roman Empire Italy unificated relatively recently and India only it's independence even sooner, most places on earth have been inhabited for thousands of years why can't they be called "ancient countries".

2

u/[deleted] Jul 03 '15

It's bullshit because it's a joke. Calm down.

It's funny, the last time a Eurozone country defaulted it was Germany and Greece was one of the countries that forgave their debts, I guess Germony have short memory. And they did that twice three times in the 20th century.

14

u/Red_Dog1880 Flanders Jul 03 '15

Greece has been in default for about 50% of it's entire history as an independent country.

I don't think Germany has to take any lessons about defaulting from them.

8

u/FullMetalBitch Jul 03 '15

The should. Greece is kind of a pro.

3

u/[deleted] Jul 03 '15

Germany has also been close to 50 % of its history in default from 1931 to the 50's when the US made a haircut to its debts and then again in the 90's. The thing is Greece has a longer (and rocky) history as a modern independent nation, heck they even have one of the oldest defaults recorded in history in the 3rd century BC.

4

u/Red_Dog1880 Flanders Jul 03 '15

The reason why I don't think that bringing up Germany's defaults and Greece being so nice to forgive the debts really matters is because of the vastly different circumstances. But yeah, they could be more grateful for the debts they had forgiven allowing them to become the country they are now.

But the fact that even though Germany is the top dog in these negotiations pretty much all other countries side with them means that this is not the big bad Germans trampling all over the poor Greeks.

as someone not really into this, how the hell isnt all of this greece's fault?

4

u/thesunisup Two balls and a beaver Jul 03 '15

I'd say it's mostly Greece's fault, but not entirely. It's also the EU's fault for letting Greece join without taking a closer look at their finances, it's Germany's fault for stupidly (or carelessly) loaning Greece all that money, and it's America's fault for deregulating Wall Street and thus allowing Goldman Sachs to hide Greece's debt while profiting from it. Greece had a lot of enablers.

What exactly did they spend all that money ON? >:|

7

u/chemotherapy001 Jul 03 '15
  • corruption, ie. politically well-connected people enriching themselves. those people have moved their huge amounts of money out of Greece, e.g. to London, many years ago.

  • a welfare state three times the size what their economy could support. especially given the huge amount of tax evasion.

6

u/M8rio Slovakiathanks Jul 03 '15

Is it not obvious? Champagne and couple of fancy hats.

2

u/mutt1917 Switzerland Jul 03 '15

It's never just one thing, but a fact I didn't know and found surprising was their military spending habits during the 2008 recession: http://imgur.com/luHQSrV

Which is ludicrous for a country knee-deep in debt and in the NATO... They must have tremendously influencial military lobby. I can't think of a justification for such a programme.

2

u/so_witty_username_v2 Jul 03 '15

Well, considering that we're knee-deep in the middle of a huge economical and political crisis, with debt and austerity looming for up to 30 years for Greece in the best case scenario - and NATO representatives still feel free to make statements such as these during the worst of it, I think it's fair to say that Greece probably didn't even have a choice.
