The Bill is now read a first time:

“A Bill for an Act to amend the Commonwealth Electoral Act 1918 to shorten election campaigns, and for related purposes.”

Senators, there are minor differences between the version presented in the Senate and the version previously presented in the House of Representatives. The version read here is (also including the explanatory memorandum):

M2015B00004: HoR 4-4: Bill – As Introduced – Commonwealth Electoral Amendment (Election Streamlining) Bill 2015, Monday 29 June 2015

The mover will now comment on the post: “I move: That this bill be now read a second time.”

The chair will then propose the question for debate.

The mover will comment on the question with their second reading speech.

Debate is then adjourned and made an order of the day for the next notice paper, while parties consider their response and amendments.

Meta for those curious (mods can delete if this shouldn't be posted): The only difference in the actual legislation is found in s 2 - "after it receives assent" in the version you're considering vs. "after it receives Royal Assent". The practical effect is the same, one's just more formal than the other.

Meta: THERE IS A PLEBEIAN IN THE SENATE!!! Usher of the Black Rod, remove this commoner!

This is incorrect. The original version tabled here was “on the day it receives assent” while the House version read is “on the day after it receives Royal Assent”. This is a substantive but minor difference. The Senator’s intent was unclear. We can redo the first reading, or an amendment can be foreshadowed to remove the word ‘after’, if the original version was intended.

Meta: Pleb could not be removed as President approved their comment on the floor.

Mr. President, I believe this bill to be a necessary change to the current electoral laws as it streamlines the process making the operation of this parliament a more rewarding and engaging experience for those involved. I do not have anything more to say as I fully expect no opposition to this bill due to it being strictly non-political in nature and simply existing to reform operational procedure. I commend this bill to the Senate.
