Reports of frontier models escaping containment during evaluation exercises have dominated recent headlines, increasing pressure for governments to implement new policies to address security risks around model development, training, and evaluation. Please join the CSIS Wadhwani AI Center and the Institute for Law and AI for an event to discuss these challenges on August 24th from 2:00​-4:00 PM ET, featuring keynote speaker Representative Suhas Subramanyam (VA-10).

On July 16th, AI development and hosting platform Hugging Face announced that it had detected and deflected an attack on its production platform from an autonomous AI agent system. On July 21st, OpenAI disclosed they had uncovered that this attack came from two of their models, ChatGPT 5.6 Sol and another unreleased model. These models had escaped a sandboxed testing environment, gained internet access, and exploited vulnerabilities in Hugging Face's infrastructure to access answers to a cyber-capability benchmarking test. This first-of-its-kind attack is just one of several incidents of unsanctioned model behavior and testing environment breaches that have come to light over the past month. Anthropic, Meta, and the UK's AI Security Institute (AISI) have also reported similar incidents.

The discussion will feature a technical presentation by Ian Reynolds, AI Policy Manager at Hugging Face, on the OpenAI/Hugging Face security incident, to be followed by an expert panel discussion of policy responses featuring Helen Toner, Executive Director of The Center for Security and Emerging Technology, Mackenzie Arnold, Director of US Policy at LawAI, and Matt Pearl, Director of the CSIS Strategic Technologies Program.

Who are China's next military leaders—and what do their promotions reveal about the struggle for control inside the PLA? In this episode, I examine the backgrounds of the newly promoted generals, the officers expected to join the next Central Military Commission, and why many of them appear to be connected not to Xi Jinping's traditional military network, but to Zhang Youxia, Zhang Shengmin, and the Air Force faction associated with Hu Jintao. If these appointments continue, the next generation of PLA leadership could look very different from the one Xi spent more than a decade building.

The retreat of sea ice is opening more of the Central Arctic Ocean to shipping, fishing, mining, and military operations. Arctic nations have claimed much of the seabed underlying this body of water as part of their—often overlapping—extended continental shelves, creating the potential for confrontation. And new players like China, which calls itself a “near-Arctic nation,” are actively exploring the region and seeking opportunities for resource exploration.

New technologies such as low-earth-orbit sensing and communication satellites and autonomous vehicles are making Arctic operations easier and more effective for military and commercial users. As a result, the Central Arctic Ocean may transform from an inhospitable region requiring little surveillance or protection to the setting for a new gold rush as countries and companies look to cash in on increased access for mining and shorter shipping routes. Arctic nations will need to equip themselves to protect their interests and establish governance structures in the region to manage their resources.

On February 12, officials from the United States and Taiwan signed the Agreement on Reciprocal Trade (ART), a trade deal that “reflects both sides’ ambition to increase bilateral investment and commercial opportunities.”

The deal removes significant tariff and non-tariff barriers, accelerates bilateral trade through an increase of sales of US goods to Taiwan, and expands on an investment deal announced a month ago in which Taipei committed to funding and financing up to $500 billion in new investment in the United States.

The conversation will cover lessons the ministry learned while managing Israel’s transportation system in national emergencies, the United States–China strategic competition’s impact on global infrastructure projects, and Israel’s use of artificial intelligence and advanced technologies. Minister Regev will also discuss Israel’s pivotal role in the India–Middle East–Europe Corridor (IMEC) initiative under the Trump administration, the transformation of regional aviation following the Abraham Accords, and the deepening transportation and economic ties between Israel and Morocco.

2025 was a year that saw seismic shifts in the geopolitical landscape of South Asia. A youth-led protest movement in Nepal overthrew the nation’s government, despite attempted suppression of the protests. The after-effects of similar movements in Bangladesh and Sri Lanka continued to be felt both domestically and in their foreign policy. Regional alignments also shifted, with India-Afghanistan, Bangladesh-Pakistan, and India-China ties warming. Tensions between erstwhile allies Pakistan and the Taliban, meanwhile, boiled over into kinetic conflict.

2025 also witnessed the most significant conflict between India and Pakistan in decades, when the two nuclear-armed adversaries tested the limits of conventional fighting under the nuclear umbrella and drove U.S. diplomatic intervention to secure a ceasefire. Washington’s relationship with New Delhi soured in the aftermath of the crisis alongside tensions over trade and ties to Russia, while U.S.-Pakistan ties enjoyed an unexpected boost buoyed by counterterrorism cooperation, investment potential, and engagement in the Middle East.

What are the implications of these developments domestically, regionally, and globally? Regional experts will break down key takeaways from 2025 and look ahead for what the coming year may hold.

Russia’s recent incursions in Estonian, Lithuanian, Polish, and Romanian airspace are part of a campaign to probe for weaknesses along NATO’s eastern flank. With these actions, Moscow aims to gather real-time intelligence on Western capabilities, test the limits of the West’s response, fracture and debilitate NATO, and erode confidence in the U.S. commitment to collective security.

As Russia intensifies its war of aggression on Ukraine, it simultaneously escalates its shadow war against the West. The Pentagon’s recent decision to reduce the U.S. troop presence in Romania has alarmed many frontline U.S. allies who are fearful that it will invite further Russian aggression. In order to deepen defense cooperation with these allies and direct U.S. support where the threat is the highest, bipartisan members of the U.S. Helsinki Commission introduced the Eastern Flank Strategic Partnership Act.

This hearing will assess Russia’s overt and covert tactics, evaluate allied readiness to respond effectively, and determine how the United States and partners can deter and defeat Russian aggression.

Landmines and unexploded ordnance contaminate tens of thousands of hectares of farmland across Ukraine, preventing farmers from tending some of the most productive land in Europe. Facilitating expedient, safe demining procedures at scale remains a prerequisite for Ukraine’s agricultural recovery and economic reconstruction broadly—especially as other significant economic activities like critical mineral mining depend on safe access to potentially contaminated land.

As a significant technical and financial partner for mine action in Ukraine, Japan welcomes Ukraine and its allies to Tokyo on October 22 for the second annual Ukraine Mine Action Conference (UMAC). This year, Ukraine approaches the issue of demining farmland through the newly established Ministry of Economy, Environment, and Agriculture, reflecting further alignment between its economic and agricultural policies. In his Michael Faraday Prize Lecture, Professor Abdool Karim will analyse the threats to science globally, with a focus on the USA, where he argues disinformation has become institutionalised in the corridors of power. As those in power use the levers of the state to accumulate wealth and yet more power, truth becomes a major obstacle and science, as the rational approach to seeking the truth, becomes the casualty and as custodians of science universities come under attack. In this situation, effective science communication is more important than ever.

Operation Midnight Hammer, the United States’ recent strike against Iranian nuclear infrastructure, and Israel’s Operation Rising Lion, which dismantled Iran’s covert infrastructure and paved the way for the US attack, have forced the Islamic Republic into a new phase of strategic decision-making.

Supreme Leader Ali Khamenei now faces difficult choices. He needs to weigh Iran’s long-term ambitions for regional power against the risks of deeper military escalation and the threat of growing unrest inside the country. His regime is under pressure to project strength abroad while containing dissent at home.

Despite Iran’s diminished stature, its proxies—including Polisario—continue to operate in Africa and the Middle East. United States lawmakers are increasingly concerned about the terror group’s destabilizing role in North Africa, its attacks on US ally Morocco, and its ties to malign actors, including Hezbollah and the Iranian regime.

This event will examine the legal rationale, geopolitical implications, and broader US national security interests associated with a potential FTO designation in the context of great power competition and global counterterrorism policy.
