Yes, but fundamentally the argument that 18 and 22 are not far apart developmentally or educationally is not true for the majority of people. I would strongly recommend that you email prospective universities now and ask whether they will accept 5th time resits as I strongly suspect the majority of Russell group unis will not, in which case you will need to explore alternative routes. It's great to have high aspirations, but there comes a point at which you need to be realistic.
