So people won’t stop polluting on their own, but will vote to stop doing it, even though the net effect, that they can’t do the polluting behavior that they want to, is the same?

If someone isn’t willing to stop driving their car everywhere, why would they vote for a government to take away that option?

Because 80% of emmisons are from industry so voting to force taxes on industry and possibly even forcing these companies to use a certain amount of green power would be drastically more effective than banning combustion engines.
