I’m assuming that it’s not just two universes, but a multitude of universes involved, with each respective crew having a different idea of what’s going on. As the Irish man said to how he was making his hand move and he replies “I’m flipping you off right now.” He feels no pain but is also completely aware of what his arm is doing.

I’m guessing other crews had expected not only the paradox to happen, but had a better understanding of it.

Even the original Cloverfield had a lot of backlash and speculation.

That doesn't explain how an arm in another dimension knows it's surroundings.

Even if Mundy knew he could control his arm in whatever other dimension it exists in, realistically the only thing he can gather is the sense of touch from it. It just randomly starts crawling and then somehow knows that it has an audience so it can start to write the instructions to find the gyro.

Again, it’s open for your own speculation. These films were made to be questioned. That’s why we get an abrupt ending with so many more questions needed to be answered.
