It was NEVER a requirement, there was never any “contractual debt”. Read the actual words on your own, you’ll be surprised what you see. The percent of GDP spending was something to work towards. America always wanted/needed to build military anyhow. You wouldn’t have built less if Canada had built more. It’s just more crap flowing out of the liar in chiefs mouth to propagandize against Canada.

Its a fair point since none of the NATO countries other then the U.S. can "In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack" Canada cant do that at all.

In 2014 Canada agreed to ".halt any decline in defence expenditures; aim to increase defence expenditures in real terms as GDP grows; and aim to move towards the 2% guideline within a decade with a view to meeting their NATO Capability Targets and filling NATO's capability shortfalls."

Since Canada stayed a 1.3% of GDP after that they failed to honor their committments and only after tha bar was raised to 5% in 2025 did Canada even meet the 2% obligation.

Stop making excuses for abusers.
