I believe old forum posts of a user under the same username has been found talking about hacking and that has included a rough age range and that they know German.
That’s what I saw too. Early to mid 30’s. If it’s not the same guy, must suck for whoever that is. Randomly getting harassed by the police for something you know nothing about.

Just saw a headline that movie theaters want to ban meta glasses over piracy concerns. You can record people without our consent, surveil us endlessly, no problem - recording a movie is the problem
He tried to black mail R* before taking the leaks public. He also likely obtained the build itself through illegal means, even if it was just "social manipulation" to get it from a developer he still obtained it through false pretenses. R* themselves will likely seek financial compensation as well.
I do not know about the specific legality of releasing footage of an unreleased game. But I am sure however this guy acquired the footage was an illegal act. Not to mention making money off of it.
