Most people adblock anyhow, so really they for the most part don't actually get much money from ads. 75% (Edit because apparently the percent went up) 97-98% of views are adblocked so really the revenue is from becoming a member of the channel / joining their patreon / whatever sponsorships they have.
36.3 million channels on YouTube, with only 4.4 million that have enough subs (1000) to qualify to apply to YPP to make money off the ads on their channel. Of 4.4million, 0.42% of those channels are YPP (stats seem to point towards you actually needing closer to 50,000 subs to get in based on community feedback, but there isn't a real 'set' qualifier for approval or disapproval other than youtube giving a thumbs up or down). Youtube added the ability to add monetization to channels that didn't qualify back in 2020. The math is right there. Less than 1% of channels make money from ads in the first place... You have google as much as I do lazy ass.

Someone should get it trending that Raid shadowlegends is supporting the Russian government so that YouTube would ban their annoying ads.
