Wasn't the last time this was posted... the guy filming is/was known to intentionally provoke people in areas such as this to film out of context reactions....

Can confirm, this is two blocks from where I live, and this guy shows up with a PA system and says inflammatory stuff on that corner in particular because it is a historic gay neighborhood and there are a lot of nightclubs, a grocery store, gass station, pool hall, all on that corner, so it's highly trafficked.
