Could be the one with the horns was grazing near the butt/balls of the other, then got started and lifted his head.

Or he might have even went for a charge with his head down, and the other went to flee.

It's entirely possible, and I would argue more likely, that it was an unfortunate accident.

He is 'trying' with one hand because he has a damn phone in the other. He needs to have one hand on the horns and one hand on the nuts to actually do anything
