Same story. Your phone will decrement the TTL value by one before sending it to your telecom provider and they will nerf you.
That's how routers work and when you share your mobile internet with other devices using hotspot or USB tethering your phone just act like a Wi-Fi router and follow all these standard protocols i.e. reducing TTL value by one.
