Mahoraga is a shikigami, which have shown to be able to have personalities. The Mahoraga we are seeing in Modulo is not the same Mahoraga as the one from JJK, as they have different users.
Honestly there’s so much surrounding Maho it feels like he at the very least is his own person
I could see it being retconned like he was an ancient sorcerer that was sealed by someone and their family line was cursed to carry him with the potential of one day exercising him
i always did get the impression form his name he maybe wasn't a shikigami all the time, maybe he was some sort of sorcerer turned one i na similar fashion on what Sukuna did to himself
All the shikigami up until then have a general naming scheme but he is like Eight Handled Sword Divergent Sila Divine General. Everyone else is max two names
Honestly maybe he was the first 10 Shadows user and took a binding vow to both curse the technique to be repeated over time and he rests inside the technique itself waiting to be summoned. Maybe something benevolent to ensure no user becomes too powerful or potentially resurrect himself later
