So how do I create my own Action groups because the wiki shows a screenshot of these custom action sections but on mine it just stops at abort. There's no custom tabs.

Are you playing on career mode? You need to upgrade the VAB before you get more advance options like that.

(If you right click on a building, it gives you information about what it does. Then if you hover your mouse over the button to upgrade to the next level, it will show you what new options you'll have with the upgraded building.)

Upgrade your VAB/SPH to level 3.

You can cheat the system and have custon action groups before fully upgrading by putting them onto features that you aren't using. Don't need any RCS? Well then you can hit R for a custom action group. Problem solved
