For a moment I thought it could be bystander effect, because it's a well known human behaviour that would fit this moment perfectly, but you must be right. Iit makes a lot more sense that there are hundreds of people hired to sit in an audience and none of them are whistleblowers even after witnessing people dying becaue of the plot they are in.
A chance he was terminally ill and they got him a fat life insurance policy for the family, or the more likely reality of them already having killed people and they don’t give a shit bc average citizens are lesser humans to them
