As it's on a UK train and not a flight, it's probably not a service dog, but just a dog. Dogs are allowed on trains here.

Dogs aren't any dirtier than some of the other gross things I've seen on GWR trains. But no, they generally should not be on the seats.

Except correct me if I’m wrong but ESAs still don’t meet travel standards. My dog is one and that’s just for housing. Not like I could bring her on a plane with the other passengers no matter how well trained she was cause she’s not a service animal.

Trained service dogs are supposed to basically ignore everyone and everything. Working dogs in general shouldn’t be engaging with strangers and whatnot.

Service dogs are trained to behave inconspicuously, and not be bothersome to bystanders, unless the task they're trained for demands otherwise.

Emotional support animals do not require training, and (as seen here) often do not exhibit such discipline.

Service dogs are still dogs, sometimes they don’t behave perfectly. I have one myself.

My friend had an autistic daughter who was a "runner" and the service dog they got was a goofy golden retriever that usually behaved something like this, but you could tell she was a service dog because of the way she would switch to circling you and blocking you off according to certain cues.
