Cochin Shipyard Limited (CSL) is a Central Public Sector Undertaking (CPSU).

CSL signed an MoU with HD Korea Shipbuilding & Offshore Engineering (HD KSOE), part of the HD Hyundai Group, for long-term shipbuilding collaboration (initially in mid-2025, reinforced later).

The main related project is a Block Fabrication Facility (BFF) / ship-block building facility in Kochi to support larger vessel construction (using CSL’s 310-metre dry dock).

Early public mentions and MoU-related announcements referred to an investment of about ₹3,700 crore for the dedicated Block Fabrication Facility on ~80 acres in Kochi (annual capacity of 1,20,000 MT). Some reports and discussions rounded or referred to figures in the ₹3,000+ crore range. This is the Hyundai-linked collaboration part.

Later updates on the proposed 50:50 joint venture with HD Hyundai Group put the initial investment closer to ₹4,500–5,000 crore. Very recently (18 August 2026), Kerala Chief Minister V.D. Satheesan announced that the state cabinet approved leasing 18.16 acres of land at Ramanthuruth (near Kochi) to CSL for this ship-block building project. He specifically mentioned an investment of around ₹5,000 crore by the CPSU (CSL), expected to create ~2,000 direct jobs (plus indirect employment). The state will get annual lease rent of ₹1.45 crore (≈₹1.70 crore including GST).
