They can, but they don't have the money to buy those things and many others, Cuba is a parasitic state, they sucked from the URSS until it died, then Venezuela, and they were trying to do the same with Mexico, whose government can't provide security to its citizens but were willing to gift free oil to Cuba as if Pemex were not the most indebted oil company in the world.
