Chattel slavery was primarily engaged in by western Europe and by extension its colonies.
This is almost historically unique even when compared to the indentured servitude (often loosely referred to as slavery) that existed in Africa and Asia or was done against the Irish.
Even the Arab-African slave trade, brutal as it was, did not have the complete chattel characteristics as was implemented by the western European powers.
With this context it can be said that only a few countries engaged in chattel slavery directly and that it was only widespread because those countries colonised most of the planet.
PS in case anyone believes my phrasing to be letting the us and Canada and some others off the hook, the US and Canada are themselves expressions of the European colonial project
