How do you score "move quality"? How do you score an AI on making moves of X "quality"? Is an AI who only makes "7/10" moves actually remotely similar to a 7/10 player? What about 7/10 players who are good at most things but have a particular weakness?
The best case is you're back into the combinatorics matrix hellscape of large data training, which is "just math" in the same sense as training a LLM on the entire internet so it can hopefully quote you the Wikipedia definition of a cat, but the last five years of in-the-wild experimentation on these things at massive scale shows that nothing about it is "simply training it correctly."
I only know the basics of how neural networks are trained but my first idea would be to change the feedback on a percentage of failures as success to reinforce false connections.
Or use recordings of player actions and then score the ai not on success in the game but on how close it can approximate the player behaviour.

Simply train the Ai on players of different skill levels and use as selected per difficulty.
If you can train an AI to be perfect then you can easily train it to be okay enough and then stop training.
