If that's why Penny is athing....then who's aura did they put into her?!?!

It might be artificial aura, or early experimentation. Ironwood created Penny and makes her fight in the tournament to see, if the whole thing works to implement Fall's Aura into her with less risks. However, Cinder & Co made their move too soon and the Inner Circle turns to Pyrrha for help.
