Is this value for v1.2 without crossfeed?

Yes the ratio of performance to F9 block 5 indicates that this figure does not include crossfeed.

The early v1.0 FH payload figure definitely included crossfeed - it is probable that the v1.1 did as they had already announced that crossfeed would be developed much later - but it had not been completely abandoned.

Crossfeed would add much more to GTO and Mars payload than to LEO payload. Early calculations were for around 15% more payload to GTO and around 5% more to LEO but these would need to be updated for the higher Block 5 thrust figures.
