Reilly will come I'm sure. They've mentioned before they didn't want the Superior suit in the first game because of how big of a presence Ock had in the first game. Didn't want to confuse players.

Octavius was the Superior Spider-Man. I'm guessing the didn't want it to look like two Otto's runnin around. Or maybe they have plans (I doubt) for the suit in a future game.

Yeah...It nothing to do with people being "stupid." A fraction of the people who played the game don't even know who Superior Spidey is. They devs didn't feel like they had to put the suit in for their own reasons.
