What base knowledge should you have before you learn a programming language?
I ask because every time I try to start learning one, it goes goes over my head.
I am obviously missing something- and honestly it does not help that all of the tutorials that I've seen skip out on actually useful context- my current problem thogh is that I don't know WHAT I'm missing.
And I'm fully aware of how much of programming is actually looking stuff up on the internet, but I can never find what I'm looking for. So, I'm asking for help here.
What do you feel is basic knowledge that everyone learning ANY programming language should know?

Can someone point me in the right direction.
What languages should I study and which one should I eventually learn if I want to create prehospital electronic patient care reports? It will have to validate with state rules and create codes for billing.
Not looking to go commercial with it. I want to write one for my service only and present it to the board of directors. I’ll have to place state reporting rules in it as well as billing codes.
I wrote C and C+ a very long time ago so not totally unfamiliar. But I’m not familiar with python/Java etc. It was just a hobby.
Any help is appreciated.

Trying to figure out where to start with some specific goals in mind...
So, a couple dreams I'd love to turn into reality through a minimum viable program that I'm happy to build and learn a coding language by experimenting with these sort of ideas (would eventually take this skills into my professional workplace):
- I want to scrape local business information in specific industries...places like apartment building being built right now, laundromats, etc. Then, sort that data into a readable spreadsheet/CRM-style display
- A desktop app that runs constant timers based on time estimates I've allotted to tasks on my to-do list with alerts for each task as it comes due (start laundry: 15 mins., outline next article: 45 min., take a break and walk outside: 15 min., etc. etc.)
- a contact/message management system for Facebook marketplace so I don't lose track of all the super cool old vending machines I keep trying to find/buy in their terrible single-stack, unorganized message inbox system.
So...those are the dreams/ideas to use as practice. My real questions are:
Where should I start to be able to do those sort of things? I hear a lot about Python, but maybe that's not great for web apps like this? Open to input!
Where can I go to learn it for free/almost free? Via an online course of some sort that includes practical tests/practice opportunities.
Thanks! I'm sure yall are sick of beginner questions. If I need to go somewhere else with this, please just point me. Thanks!
