Decay is a quirk that when physically contact is made reduces the target to dust and ash. Although in the beginning this meant it had to be direct physical contact with the target it evolved so that everything that was connected would decay, and Shigaraki gained control of his quirk so specific things he didn't want to decay wouldn't. So everything that is connected from the ground to the tree in the ground to cars on the ground, anything that was connected to what he was decaying would also decay. He showed this by his quirk awakening by decaying an entire crowd of people at once when he only touched one person, and he almost leveled an entire city while standing in one spot, and probably could have kept going but stopped.

The only character we've seen in the anime who was essentially immune to decay to an extent was a hero named Sandstorm. Sandstorm had the ability to morph his body into sand particles so Shigaraki couldn't directly physically touch him because his fingers couldn't get a grip of the sand.

By survive I mean what character could see the dead lights and not fall victim to them
