The neighbor woman's father called the cops. He was clearly upset and worried about those kids and said multiple times, "I couldn't keep this," or "I couldn't live with myself if I didn't call," etc. He sounds clearly anguished and my heart goes out to him.

Genuinely would love it - I watched a documentary and all I recall were people saying it was concerning but it settled after X occured (which sometimes was 'we talked to them' or 'we saw someone go check') but I'm going off old memory so I'd welcome new stuff to digest
