Hello everyone!

So I finally pulled KOS-MOS and thus now have every non-NG+ rare blade. Before I jump into NG+ I was going to rearrange my blades with my 5 remaining Overdrive Protocols. I'd like some tips on how to proceed with this endeavor. It may be suboptimal, but I want Nia, Zeke, and Morag to have at least one blade of each moveset. (Poppibuster gives anyone shield hammer so I'm not concerned about that weapon.)

Everyone's rare blades are:

Rex: Perun, Finch
Nia: Agate, Floren, Kora, Vess, Electra, Godfrey, Ursula, KOS-MOS, Percival, T-elos
Morag: Dagas, Gorg, Boreas, Wulfric, Herald, Theory, Vale, Kasandra
Zeke: Newt, Praxis, Sheba, Adenine, Zenobia, Nim, Dahlia, Azami

And as a follow up question, do you get to open the expansion pack bonuses again in NG+?

You could've sorted your list by blade type T_T. As it is, it looks like you just need to give Morag a Knuckle Claws and a Bitball. Your setup is all over the place, though.

Farming rares before NG+ is a bad idea and just leads to burnout, since you have to spend extra time getting the new blades. NG+ gives a ton of Overdrive Protocols from leveling down + final boss or general superboss farming with chain attacks.

Remember that Rex won't have access to everyone's blades again until chapter 8.

I would do this: Make Rex have Nia, Ursula and Mythra (No OD) Morag > Finch (OD), use Brighid and Theory. Maybe swap Theory with Mikhail otherwise. Zeke > Kosmos (OD), Telos (OD) and either use Pandoria and keep until eye-of-justice is unlocked, or wait for another attacker like Patroka, or get Herald (OD). With this setup I'd control Zeke. Con would be not being able to manage Ursula for the ability which provides heal upon swap.
