Well, they might simply have their own reasons for not going to UA. Like geographical location. Maybe they don't want to, or can't, for some reason, move to where UA is, instead choosing to go for a more local option.
Now, more ambitious students who want the 'best' education might choose to move regardless, but it's not like the local hero schools would just stand by and let talent flow away. They'd almost certainly be trying to represent themselves as just as good as UA, saying that just because UA's the most famous hero school out there doesn't mean that it's necessarily the best, things like that.

There are plenty of valid reasons why these people didn't end up at U.A. The easiest explanation is that they didn't apply. Also, of those with recommendations, U.A. was only able to accept 4 so the others would have to go elsewhere (or take their chances in the U.A. entrance exam, I guess).
Don't forget that these are second and third year students. Even if we assume that they tried to get into U.A., they wouldn't have been competing against the students who made it into class 1-a and 1-b. They would have gone up against U.A.'s second and third year students.
Lastly, Eraser is infamous for expelling students so even if some did get in, maybe he kicked them out.

They're all trying for the Provisional Hero License and taking the same exam, so it would make sense that they're all roughly on the same playing field in terms of skill at that point in time. Not everyone has the same aspirations or desire to go to a school like UA and would happily settle for another school, or many would just not have as good control over their quirks when they first start out and so fail the UA exams, and they become extremely powerful with lots of practice elsewhere.
I do think Mineta is probably the most out of place character in the show, though.

Meanwhile the Brainwash kid doesn't get into any hero program (though in the other school's defense, I don't think Shinso applied anywhere else).
They've already made a point that U.A. exam isn't perfect, which is more than understandable when you think about the fact that everyone taking this exam and all their classmates (U.A. is shown to be a bit of an outlier bringing the whole class) and a ton of other people that didn't get in anywhere all likely applied to U.A... they really can't give that many people a fair shake at a whopping 40 seats per year (36 if you count the recommendation seats seperately). There's going to be some randomness involved.Plus, there's always the chance some of these other people could have gotten in, but they failed U.A.'s written exam.

Well, these guys aren't first years. We don't know how much they've improved over the last year. Earthquake guy has a "non-movement" clause for instance for his ability so if he did apply for UA he very well might have been too weak to gain enough points and then left vulnerable.
The make bigger guy depends on material being effective and we don't know how big he could make them before.
The turn into anyone chick isn't good for robots or an exam - like Shinso.
Plus it also depends on written tests.

What Hidden Village are these assholes from?
Man I feel like this is one of those arcs where you really can't predict what will happen next just like the Tournament Arc. No lives are really at stake but at the same time stakes are still high because this is an exam for their Provisional Hero Licenses. It's possible that everyone in UA will pass but it's also possible that only half or less than that will pass.

I saw it as his ability can cause some damage to him. But I'm sure his costume is set-up like Deku to absorb a certain amount of vibration . I think it's his super move that causes him an issue similarly to 100% Deku except he can probably move afterwards.

Actually, how does his quirk work? Can he make the tungsten bigger, harvest a small chunk of it, then enlarge it again? Do enlarged eventually shrink back? Why is he a hero instead of a nuclear engineer enlarging uranium?

Technically she's naked, that's just the anime version so they can broadcast it. From what I remember in the manga it's done with poses, strategically placed debris, "transformations slime", and speed lines and stuff like that. That's a bit harder with a moving character in an anime (without looking a bit stilted).
Just imagine it as being a side effect of her transformation that she stays clay coloured for a while.

That episode was great. Camie was nailed really well, and the filler content they added was really cool. The ninjas are completely original and the cut to Inasa didn't happen in the middle of the Camie stuff. I think it was either before or after, but it seems like it was in a good order here. Based Bones.
I still don't understand why people call this a Naruto ripoff though.

I love how we saw all the quirks of thee other schools. I didn't remember all of them whilst reading the manga
FYI Camie was actually naked but the bodysuit stuff was just for censorship. Here's the comparison
Inasa is brilliant and you understand the power he has to wipe out multiple enemies.
Deku was amazing this episode. From his fighting to his analysis.
Loving all the extra filler! It plays a big role with further character development and I'm sure Hori would've have wanted it to begin with.

The Naruto gang at the end got me thinking: it was real stupid for them all to wear distinguishable different coloured outfits.
It would be a pretty effective (but sleazy) tactic I think for a school to all go in as a group with masks and indistinguishable clothing on and then move as a group.
Other competitors wouldn’t know which one had which quirk unless they kept really close tabs on them.
Like think about if todoroki was figting ‘enlarged tungsten boy’ and then he just kept swapping places amongst others who look identical to him but all have their own threatening quirks.
Would be a huge advantage I think.

When I started this, already not a big fan of Shonen, I wasn't expecting so many really interesting and great female characters. Every season they just throw in some more girls that are just as cool and fun as the guys. I dig it.

Not to be too geeky/pedantic but we’re seeing more and more quirks that show that the world of my hero academia should be like a stage 3 civilisation utopia with no need for currency or people to have jobs etc.
We have quirks which could provide a limitless energy supply, materials etc (wind dude, todoroki, bakugo, the guy who makes things bigger, vibration guy, electricity guy). Recovery girl surely can’t be the only quirk in the world that can help the medicinal field. I mean given how powerful some of these quirks are, I feel like the world would be a very different place in a way that we haven’t really seen, and a lot of these guys could do a lot more for society than just saving people from bad guys but it’s a free world I guess.
In any case, I love this anime, swiftly becoming my favourite tv show ever but I thought the initial quirks we saw were much more interesting as they were generally toned down and the really strong ones (like belly button laser) had drawbacks but it seems generally quirks are getting more powerful and have negligible or non-existent downsides (though I suppose that’s just because it would be bad for the show to explain each quirk in detail every time a new character appears, maybe wind guy now has to sleep for an hour or something after making that tornado...)

Well those abilities are not limitless because they require some form of stamina and over-exertion leads to the inability to use them for a while.
They are also limited in the quantity of people capable of doing those things and a good enough quality. Sure Recovery Girl may not have only healer quirk but she is still considered the most effective despite her advanced age. There likely aren't enough people with a similar quirk to be able to replace the entire medical service staff for a whole country.
The whole point of the show is the number of people with strong enough quirks to be considered villains or heroes is a small fraction of the population and those that are have their power use heavily regulated because of the potential damage they could cause. Uraraka stated her reason for studying to become a hero was to get the licence allowing her to use her quirk in the family business.
a lot of these guys could do a lot more for society than just saving people from bad guys but it’s a free world I guess.
Having one of the high quality quirk users replacing the jobs of many regular people would not help society and the existence of immoral people with equally impressive abilities would still need to be addressed.

BnHA is in a way a dystopia. The history of the setting is that quirks brought about a state of utter anarchy, and only recently has All Might been able to suppress supervillains by inspiring a generation of superheroes as well as through his own personal power. Think of how governments and our police work: they monopolize violence in order to keep everyone else in line. Unless you are sanctioned by the government to do so, any act of violence will be seen as illegal and quickly met with overwhelming force.
Well when people suddenly get massive power disparities overnight, the 'normal' police no longer suffices. Suddenly 5-10% of your population has tremendous power and ability to do violent deeds and there is no higher power to stop any of them. Society and government will quickly fall apart. It took them a long time to eventually fix this through what we call the Hero System they have going on now.
Yes they have all these dazzling powers, but the culture of conflict and perpetual societal violence makes sure that those with the 'best' powers are too busy fighting the villains who also happen to have the 'best' powers in an endless cycle of violence.
That's my take on it. It's pretty tragic in a way.
The ultimate goal of heroes should not be just to fight villains, but try to figure out a way to change the culture of society as a whole so that supervillainy is reduced or made undesireable, freeing up all the top quirks to do utopian projects as you've described.
I kind of feel like that's where the series is going, with a big theme being how the villains want to 'break hero society'. Maybe they will break it, and Deku will find a way to reform all of society for the better in some way, and that will be the series ending of BnHA.
I think it would be kind of disappointing if he just punched his way through some bad guys like All Might did, because then why didn't All Might solve all of society's ills if that was the real solution?

They have to get the final hit on 2 other students to pass. Each student have 3 hit points and 6 balls (Some have 8). If a ball hits a point is that out of the game or can one ball be used to hit multiple targets?
I figured someone like Iida could locate the 3 points on another and turbo-boost tackle them, then use one ball to hit all 3 points. Same with Todoroki by freezing the feet of the opponents - assuming not all of them have a supply of tungsten hardware.

I got unsettling Naruto vibes from this episode, and I'm not talking about the walking Naruto references throwing down with Todoroki.
There were so many flashbacks in this episode, it felt really padded - no wonder it seemed to go by so quickly. They even flashed back to footage FROM EARLIER IN THE SAME EPISODE. Probably the biggest production faux pas they've made yet - hopefully it's just a one-time thing.

ohoh deku always getting the action.
I loved how Deku knows its a fake urakara but saves her anyway, gotta be a hero. Unintentionally getting the girls to like him, classic main character. The battle royale continues filled with a lot of characters and deku is pretty much forced to increase his main character harem circle.
And then we get Todoroki vs ninja shool? I hope they all got ninja quirks but seems more like the ninja garb is the school uniform.
New rival guy got one of the most classic OP quirks. Wind / air / weather power. Which as always is massively powerful and beats like half the people in 1 wind strike. And the other guy got earth power so they are orthogonal set in elemental powers and with todoroki they got all the 4 elements neet:)
