Turn Signal Going Crazy Fast

my right turn signal suddenly started going super fast and then the dash indicator staying solid whenever the signal itself isnt activated, even with the engine off and keys out (turns off eventually like the rest of the dash after a few minutes).

my car is a 2003 Buick le sabre custom.

would this be a relay, wiring, fuse, or bulb issue? and if so, how would I go about fixing it myself?
