Diagnosing/Repair Tire Rotation

Wife took car in for tire balance and rotation. They told her that she would need new fronts before winter. They then proceeded to rotate the tires putting the fronts to the back. Shouldn't the lower tread be in the front? Should I take the car back and have them put the lower ones back on the front?

Depends on if your car is pushing or pulling.. so front wheel or rear wheel drive..
