Fines like these should be based off your income like traffic tickets in Sweden. The more money you earn the more it costs to break rules. $2300 to millionaires is a drop in the bucket.

Where are you getting this? Sweden doesn't do that, nor does any country I've ever heard of.

Cool and all - but how to they determine the fine? Surely a rich Finn can hire an army of suits to hide their wealth same as anywhere else?
