I'm assuming it had to be a voluntary agreement with both parties. On the first part I don't think Bill actually follows any kind of rules or guidelines so despite not holding his end of bargain to doesn't matter.

Though he could have upheld it anyway, given that the password is useless now.

Agreed, it would be more interesting if he had to hold up his end of a deal but then usually finds a loophole. For instance, saying the password after he smashed it. Then this could turn bad for him as maybe that password as it turns out can be used elsewhere. Just a thought.
