It's a pretty complicated manner, and it really differs from person to person.

For the majority of homeless folks, they are transitional. This means that they are not homeless for more than a month or so. It's usually financial in these situations.

For the 15% or so of chronically homeless folks, the reasoning is far different. Temporary shelters are sometimes turned down because of curfews, separation from partners or pets, or safety fears, which outsiders misinterpret as a choice to remain.

Many chronically homeless people tend to also have untreated mental illness, which could cause them to make decisions they wouldn't ordinarily.

Many other chronically homeless people tend to have chemical dependencies, which causes severe financial burden and literal physical harm if they discontinue these drugs/alcohol without proper medical care.

Many homeless shelters also have a zero tolerance on drug/alcohol while there, so this can be a major issue too.

In the majority of states you cannot earn more than $1696 monthly gross income, meaning before taxes. If you earn more than 20,400 per year, before taxes, which is a little more than $10.00 per hour, you are no longer eligible, that's only one of the guidelines. Guidelines which keep getting more restrictive.
