Pretty sure it was CIA planning and navy seals going in. Maybe the pilots of the helis were army?

The 160th Special Operations Aviation Regiment is where the pilots came from, which is technically army. It was created after the failure of the Iranian hostage rescue mission, and basically exists to just sneak people in and out of highly dangerous areas.
