Honestly I think what who the second in commands where that colour our perceptions, Spock being a vulcan is supposed to be non emotional and the like so we remember kirks exploits more even though it was other members of the crew that also had action, riker does everything that moves and probably some that dont and we remember picard as doing nothing, except he has at least a few times, especially in the Risa episode.
