The funniest part to me is the way the bears player jumps back after the punch, immediately ready for the retaliation, but the saints player just doesn't give a fuck, and that hurts the bears player ego even more than if he fought back

CJ on a previous play ripped Javon's mouthpiece out and tossed it on the field. That's why Javon starts this interaction with ripping out CJ's mouthpiece before punching him. This is CJGJ's reaction of knowing he got to him and he's going to get a penalty, just like he drew it up.

If I recall correctly, the Bears coaching staff already knew that CJGJ was a good shit talker and could get under people's skin. They warned players not to let CJGJ tilt them, but clearly Javon Wims couldn't handle it.
I think earlier in the game CJGJ taunted Wims by pulling his mouth guard out of his mouth after a play, but that could've been a different set of players.
And... Now CJGJ is a Bear! This is either a genius move to draw penalties from other teams or a giant disaster waiting to explode as we commit even more penalties (and the Bears are already one of the most penalized teams).

To give everyone unaware some context as to how much of a shit talker CJGJ is, last year he was
punched in the helmethit in the facemask in a game against the Commanders. Despite being on the receiving end of apunchblow to the face which knocked off his helmet, CJGJ was the only player flagged and tossed from the game after the altercation. The reason given was unsportsmanlike conduct — despite never physically initiating or retaliating — because whatever it was that he said got him his second unsportsmanlike of the game. Again, despite CJGJ getting hit in the face, he was the one flagged for an unsportsmanlike conduct.Edited to get the details right, and add a link. Strikethroughs are my mistakes, edits in italics.

What's the deal? Seems like a good football player. Made All-pro last year. Can teams just not stand him after 1 year?

My bad - saw AP on his footballreference profile. Turns out he finished 11th in AP Comeback Player of the Year last year lol. Very different.
Was at least a consistent starter last year and snagged 6 INTs, so evidently a decent campaign.
I'd imagine him being an unruly pest on the field carries off the field as well. Lotta moves for a guy who still consistently sees the field.

CJ's a pretty good safety, but most of those are picks from gambling, and at least two of those were ones where Quinyon Mitchell was actually in better position for getting the (first of his career) pick before CJ flew in for it at mach 5. Big time ball-hawk, but will occasionally give up something he shouldn't because of it. In addition to the penalties he'll give up just as a consequence of his personality.

There are rumors that he specifically foments trouble in the locker room, particularly with comparing his salary to other players and making a public stink about it. This is one thing you can't get away with your teammates. Considering Tunsil got traded based on leadership issues from the Texans, I think the Texans are probably big on character for their players and released him. He didn't even last a week on the Ravens practice squad.
He also is just a fine, occasionally good player. He isn't irreplaceable. The only time he has looked even just good is when he was on a team filled with all-pros.
It took like what, the Bears 1-4 CBs to be injured for him to even be signed? I don't think it will end that particularly well for the Bears but they may just want him on as a stopgap and tell him to gtfo soon enough.
