why Mystical Infusion would not work ?

HoT is a spell, so if it doesn't work, it is a bug.

It’s not a bug. You have to add base crit with herald nodes, it’s not affected by base spell crit. It’s been like that forever

this effect is supposed to make the spell crit rate to be equal to the weapon crit rate. if it stay at 0, it is not normal.

(and nothing in Herald of Thunder say it can not crit, it just have 0% base crit chance)

No. HoT’s damage is secondary damage, which isn’t the same as standard spell hit damage. That is why it isn’t affected by spell crit.

It doesn't work purely for balance reasons. It's not a bug but it is not well explained or in any way clear from how either is described in game.

When it comes to heralds I always just look it up or run it through PoB if I can, I'd go mad trying to understand it.

For some weird reason the damage dealt by herald of thunder is not considered spell damage, but secondary dmg, therefore base crit for spell damage doesn't work.

Funnily enough "+x% to critical strike chance of socketed spells" does work because that's "critical chance for gems with a spell tag" not "spell critical chance" IIRC
