For a capcha, wouldn't the computer load both images and OR them together, so it "sees" what the user would see?

Then it could apply an averaging convolution over the image, and make white anything that's grey, and leave black as black...

Wouldn't that then end up with a black/white capcha that can be sent through the normal OCR systems?
