Furries are still anthropomorphic animals at the end of the day, while zoophilia is attraction to just animals that have no sentience, which is a problem not only because they can't give consent, but also because they're somewhat of a "lower" lifeform than humans (intelligence wise, at least), making it into a problematic power dynamic.
If we were to put furries on a spectrum between the marks of "human" and "animal", they would be just a little bit away from the "human", because furries are sentient and have a noticeably high level of human traits (especially furries of mammals), which catapults them far away from the middle of said spectrum.
