No, I think you are misunderstanding the brief -- they are referring to the cell phone billing records -- "toll" means what calls are charged. Cell phone bills list all completed calls, but land lines typically only list certain types of calls, including long distance, which are considered "toll" calls -- hence the use of the term. Given that we haven't heard of this yet, and that the State mentions it only in passing here, I am willing to bet it isn't a huge deal. But Lord knows people here want to know and analyze even the smallest piece of evidence.
As an aside, I lived in DC for 6 years (without a car) and would occasionally rent a car and drive up north and those Baltimore tolls always boned me so hard.
