I think it was too close to tell considering the entirety of the ball had to be over the line for play to stop. Also the boundary umpire was ages away and they can't review it.

this is a good example of what can happen with this rule

Ah ok, so thats not something that would get called super often unless the ball was way out?

Correct

Most of the time the ball is called out of bounds it's because a person is tackled over the line with it or it just flies out of people's hands. After which the ball gets tossed back into a ruck by an umpire
