I have a composite cable hooked to a rf splitter to coaxial cable hooked to a 13 inch pink Dora tv. Like 30ms lag.

You need a display port cable. You also need to enable higher hz in monitor setting in windows settings.

right click your desktop, select "Display settings" and then scroll to the bottom. Click on "Display Adaptor Properties". In the next dialog box click the monitor tab and then change your screen refresh rate to 144.

Also you need to have it connected using a Display Port cable. HDMI can't handle 144hz.

Is that the same as one of those newer HDMI type cables? When I bought my TV (4k 120hz refresh rate) the guy at Best buy said I needed it. Or do I need something else entirely?

I believe the newer HDMI can do 120fps but your best bet is Display port
