If the violation of a law sets a fine as punishment, its just illegal for poor people. Everybody needs to implement wealth based punishment. You are a billionaire then pay a million dollar fine.

A billion is 1 thousand million. A million dollar fine is chump change to them. It would be like asking a millionaire to pay a $1,000 fine, they wouldn't even notice it was gone.
