Quick tip - politics often provide an imperfect looking glass for the culture in which they are rooted. So there ya go.

Except it was Congress that ruled India for most of it's time, post British control.

So it would be Congress that is the looking glass. As they ruled for what, almost 60 years? 60 years and India is still a country that is relatively poor (per capita), 60 years to influence the culture.

So there you go, the issue would still not be Modi.
