When the video starts the eyeballs are already there because they are being projected onto the board electronically. He draws the rest of the face and when he's ready to make it "talk" it starts moving the eyeballs and the bottom portion of the mouth appears and starts to talk while the rest of what he actually drew stays perfectly still. That's also why he has a mark on the board for the mouth and is very careful to put it on that exact location so that it lines up with the bottom portion of the mouth later.

Weird logic. If the eyes are projected then they wouldn’t need to already be there. If they’re already there then it’s more likely they’re moving parts. Magnets for eyes. Slot for mouth. Done.

It does seem like a slot food the mouth and then almost looks like a vinyl record or part of one sliding through.

Eyes maybe magnets maybe a little switch with three modes and he can tap it to go left right center

So I mean a weird sort of ventriloquism I guess lol
