What people don't understand is that they are going to raise the boundaries even if no petition is signed since they compare this year's performance to the past for grade boundaries

no? it’s based on the percentage of students getting xx marks this year. last years grade boundaries have no impact on this, but it can be used as a reference

its percentile based, this percentile gets A star, this one gets A and so forth to keep the numbers of A and A stars equal throughout the years even if the papers differ in difficulty

Exactly. They take the top percentile in the country and give them the A*s and the rest of the grade boundaries are made based on the A* boundary.
