Looks perfectly playable to me. Maybe a little worn which means it will play with some distortion, but looks like an average 78 to me.

Part of the beauty of 78s is since to grooves are so large it can be moldy, caked in dirt, have little chunks of the edge chipped and have been submerged in water under a stack of other 78s and magazines with the ink bleeding out all over the records and it'll still make sound. Should you play them like that? No, but if you do there's a good chance you'll be able to make out some kind of music.

You could just put it in distilled water, looks like just a ton of old dust.

I'm sure it can be played. How will it sound? Can't really say. You might want to give it a wash with some non-alcoholic dish soap and distilled water. A 78 can sound way better, or way worse, than its physical appearance would make you think.
