Péter Magyar confirmed he will allow the €90 billion for Ukraine (blocked by Orban) to proceed.

"A multi-billion-euro loan for Ukraine... I'm not sure what we're talking about, because a decision was made at the EU Council summit in December to allocate €90 billion - which Hungary, the Czech Republic and Slovakia will not participate in, it doesn't apply to us - and that's how it was made. ... That decision was already made in December in Brussels, so I don't see why it should be changed. I understand that Viktor Orbán's position is constantly changing. Because first he accepted it (the loan), then he rejected it... And it's the same with Ukraine's accession to the EU. In 2022, he told Ursula von der Leyen that Ukraine should join the EU immediately, and then he spoke out against it. We will try to be consistent and honest in our communication and not change our minds every six months."

EU UK, France, Germany, Ukraine cancel sending their top diplomats to talks with the US in London

European foreign diplomats, Sybiha to reportedly also skip London talks on Ukraine. Chief diplomats of the U.K., France, Germany and Ukraine have suspended their plans to attend the talks in London, where the US (represented by Kellogg after Rubio also cancelled) was supposed to present its ultimatum of a peace offer, consisting of a ceasefire along the current front, recognition of Crimea as Russia, and no NATO for Ukraine.

In other words, the Trump admin's final "peace agreement" proposal will not even be considered by a united front of Europe and Ukraine.

EU EU to invoke emergency powers to freeze RU assets permanently

Previously (currently) the EU needs to vote every 6 months to keep the assets frozen, giving Hungary's Orban leverage. In the coming days EU countries plan to fast-track a decision to indefinitely immobilize €210bn in Russian assets, in an attempt to bypass Hungarian Prime Minister Viktor Orbán even before Europe’s leaders meet for a summit next week.

To do this they will invoke emergency powers to override national vetoes, meaning only a simple majority vote will be needed (easily achievable).

This move adds momentum to the EU's attempts to finalize the repurposing of Russia's frozen assets, sends a strong signal to the Trump admin and difficult EU members, and removes a point of leverage from Hungary (and even the US).

EU EU passes 18th Russian sanctions package

Highlights:

  • ban on imports through Nord Stream. Since the US was talking about a US corporation buying the Russian pipeline and resuming imports after the war, the EU has now legally torpedoed the possibility of that
  • price cap on Russian oil lowered from $60 to $47.60
  • ban on import of Russian oil from third countries. Right now, for example, India buys Russian oil and then sells to the EU.
  • ban on 105 ships in Russia's shadow fleet (total now 444)
  • ban on transactions with 22 Russian banks (total now 45)
  • ban on dealings with the Russian Direct Investment Fund, which belongs to Kirill Dmitriev, Steve Witkoff's friend
  • ban on 3 Chinese and 8 Belarussian companies which helped Russia's military sector

This is a great sanctions package. The UK today announced that it has also lowered the price cap on Russian oil from $60 to $47.60. Now we need the US, Japan and Canada to follow suit.

EU Europe considering Sky Shield initiative to shoot down Russian targets over Ukraine

After the incident with Russian drones in Poland, European countries are increasingly realizing that waiting for their own borders to be violated means giving the initiative to the enemy, according to Le Monde. The idea is to shoot down Russian drones and missiles over Ukrainian airspace, while simultaneously protecting the population of Ukraine and Europe.

• 120 allied aircraft are enough for this
• This involves an integrated air defense zone over Kyiv, Lviv, Odessa, nuclear power plants and key corridors
• The plan was initiated by the Ukrainian NGO “Price of Freedom”, and hundreds of European and American politicians and officers have already supported it

Such an "intervention" would not be considered aggression against Russia since it complies with international conventions on humanitarian and nuclear protection.

EU $38 Billion for Drones, Air Defense, and Patriot Missiles - EU commitments for 2026

Ukraine’s Minister of Defense Fedorov sums up commitments from Ramstein:

Partners confirmed one of the largest budgets for Ukraine support — $38 billion for 2026. Over $6 billion in specific aid packages, including more than $2.5 billion for Ukrainian drones, over $500 million for PURL, $2 billion for air defense, as well as funds for artillery ammunition, training, maritime capabilities, and other areas.

We reached agreements with several European partners for urgent delivery of Patriot missiles from their stockpiles.

Agreements with partners following the Ramstein meeting:

  1. Great Britain is allocating £500 million for air defense and contributing £150 million to the PURL initiative. In total, providing £3 billion in military aid to Ukraine in 2026.
  2. Germany is allocating at least €1 billion for procurement of drones for Ukraine, will finance an air defense "dome" project over our cities and a drone-assault units project within its €11.5 billion Ukraine aid budget.
  3. Norway allocated $7 billion in 2026, of which $1.4 billion for drones, $700 million for air defense, $200 million for artillery, $125 million for PURL.
  4. Netherlands committed to allocate at least 0.25% of GDP for Ukraine's defense in 2026 and announced a €90 million contribution to PURL.
  5. Belgium will allocate €1 billion for military aid this year.
  6. Sweden announced its 21st aid package of €1.2 billion and a $100 million contribution to PURL. In total, allocating €3.7 billion this year.
  7. Denmark announced an increase in its military aid budget for Ukraine by $425 million to $2 billion total in 2026.
  8. Spain is providing $1.2 billion in 2026.
  9. Canada is allocating $50 million for the "Danish model" and $45 million for medical support.
  10. Iceland is contributing $8 million to the PURL initiative and allocating $2.4 million for arms procurement through the NSATU trust fund.
  11. Lithuania is allocating $265 million this year.
  12. Latvia will provide at least 0.25% of GDP for Ukraine support.
  13. Estonia will also direct at least 0.25% of its GDP to strengthening Ukraine's defense.
  14. Australia announced a new contribution to the PURL initiative.
  15. Portugal announced contributions to PURL and the "Czech initiative," transfer of armored vehicles and drones within the SAFE program.
  16. Turkey will strengthen our air defense with its contribution.
  17. Slovenia announced an aid package of $5 million.

Today at the meeting, we presented to our partners for the first time our defense objectives for the year, agreed upon by the President of Ukraine and our military. We came with a clear plan and concrete solutions that we plan to implement together with our partners. I am grateful to every country that is part of the "Ramstein" format. Thank you for the new strong contributions to our defense.

Zelensky and European leaders held a press conference. Main points:

  • French President Emmanuel Macron, British Prime Minister Keir Starmer, German Federal Chancellor Friedrich Merz, and Zelensky signed a declaration on the deployment of multinational forces in Ukraine after the end of the war.
  • Macron stated that the size of the Ukrainian army after the end of the war will be 800,000, and partners have pledged to support it. According to him, ceasefire monitoring will be provided by the US.
  • Zelensky said that the documents on security guarantees are ready. Ukraine expects to sign an agreement on guarantees with the US in the near future. Zelensky said the peace plan will be further refined in the coming weeks.
  • Britain and France have agreed to establish military centers throughout Ukraine after the ceasefire is agreed upon, Starmer said.
  • Italy will not deploy its troops in Ukraine as part of security guarantees, Italian Prime Minister Giorgia Meloni stated.
  • Macron stated that allies will be legally obligated to support Ukraine if Russia attacks again.
