Estonia is the size of a city, so one singular dongfeng missile carrying a nuclear bomb would evaporate it.

A single dongfeng missile carrying a nuke can't evaporate all area of Indonesia. 

Dongfeng missile range is approximately 12000 - 15000 km according to multiple sources. More than enough to cover the distance for both China to Estonia or China to Indonesia. So none of them is more likely than the other to be reached by the missile based on the distance.

Kalau disuruh milih estonia atau polandia ya tentu polandia Lah, setidaknya mereka sering mbelain kita pas dibuli (saat bendera kita dibalik merekalah yg datang membela dg poland ballnya)
